A kwanjula comes with a formal set of things the groom side must bring, so the planning starts months out and the suppliers are chosen while the contributions are still being collected. Relatives abroad are expected to help and often sponsor one part of it outright, picking the caterer or the photographer themselves from photos on a phone, because they cannot easily telephone Uganda but can message it for nothing.

Yes. Photos are part of the listing, and for this work they usually decide whether anybody messages at all.
Can a relative abroad reach me?
That is what the message button is for. Anyone with WhatsApp can start a chat without calling a Ugandan number or paying roaming.
Do I have to keep it updated?
No. It stays as you left it. You would only come back to add newer work.
